NEUSOFT President Speaks at ‘ASEM High Level Economic Forum’

Dr. Liu Jiren, president of Neusoft Group Ltd.,was invited to ‘ASEM High Level Economic Forum’ held in Dalian, China on July 22,2003 and delivered his speech Development and Regional Cooperation of IT Human Resource on the second section of the forum ‘Asian-European Economic Cooperation: Key Field and Pattern’. According to Dr. Liu, Economic globalization makes the whole world begin to share its resource on the basis of cooperation. And human resource, the common treasure of all human beings, is the foundation of cooperation as well as the most potential wealth in the world. Strengthening the development and regional cooperation is benefit to China’s internationalization process as well as to the mutual economic development of Asia and Europe. It also helps to accelerate new cooperation and breakthrough in fields from trade, labor-intensive product manufacturing to IT industry. Combining his own experiences in IT industry with the development of Chinese industry and the cooperation of regional economy, Dr. Liu’s speech has won the highly approval of economic officials  and all the other conferees all over the world.

Being the prelude to the 5th ASEM (Asia-Europe Meeting) Economic Ministers' Meeting, ASEM High Level Economic Forumwas one of this year’s most interactive summits in both Asia and Europe. At present, global economy is slowing down its recovering steps; Iraq war has ended; and Cancun Ministerial Meeting of the World Trade Organization is coming. The world has been experiencing a series of significant events. So professionals in Asian and European economic circle gathered together to discuss global economic developing trend, and approach ways to cope with new challenges under new circumstances and to re-win our confidence in global economic growth. IT industry, the most active part in global economic development, was a great concern of this forum. Dr. Liu is the only Chinese high-tech and IT entrepreneur who speaks on the  forum, and his enterprise, Neusoft , was originated from a university. In the past decade, he has accumulated many personal comprehensions about IT talent training from the point of view in industrial development, and constructed an industrial ecological chain, consisting of Neusoft.s three core business : software and service, digital medical and IT education and training. He is dedicated to the reform and innovation of IT education, trying to build a fresh way to train new internationalized IT talents for China. The invitation from Asian-European High-level Economic Forum this time has shown their approval of the internationalized IT talent training in China. And economic circle at home and abroad is beginning to pay full attention to the development of IT human resource in China.

Human resource is of great value in developing regional economy, according to Dr. Liu. He also fully explained the reasons to develop human resource vigorously and advocated the necessity of enhancing regional cooperation in the field of IT human resource development energetically in his speech, which is considered a direct dialogue between Chinese IT industry and economic officials in Asia and Europe on the development of human resource. It will surely greatly push forward the regional cooperation in IT human resource development field and the internationalization of Chinese IT industry in due course.

Four steps toward the enhancement of regional cooperation in IT human resource field are recommended in Dr. Liu’s speech. Firstly, to strengthen cooperation between Chinese education organizations and international IT industry and education agencies, trying to stimulate the exchange of techniques through cooperation in the field of education.Secondly, to vigorously promote the Internet-based continuing education systems and e-Education systems between regions, in order to break the district bonds of IT education cooperation.Thirdly, to suggest those developed countries share their latest and valuable resources with developing countries through joint development of e-Learning resources so as to help their IT talent training. And lastly, to enhance culture exchange between regionsandcommunication of IT talents between countries, which should not stop at levels of techniques and languages, but extend to different culture backgrounds.In a word, we have no other choices but to enhance cooperation in the field of IT human resource development, if we really want to push our regional IT industry and even the regional economy as a whole forward.

Moreover, Dr. Liu especially mentioned the regional cooperation pattern of human-resource-cored software industry in Dalian and shared Neusoft’s experience and strategy in education field with all the conferees. He also expressed his wish to collaborate with more international IT companies andadvanced education resource in the future, in order to enhance IT talent training and meet the demand of regional economic development.
