• Liu Jiren
    Honorary Chairman

    Liu Jiren, male, born in 1955, a Ph.D. in computer applications, is one of the founders of Neusoft. He currently serves as Honorary Chairman of Neusoft, President of Liaoning General Chamber of Entrepreneurs, and Standing Member of China Center for International Economic Exchanges. Dr. Liu once acted as a member of Global Agenda Council on Emerging Multinationals at World Economic Forum, a member of APEC Business Advisory Council (ABAC) and other positions. He used to be Vice President of the Northeastern University, China, Vice Chairman of China Software Industry Association (CSIA), and a member of the eighth, ninth and tenth CPPCC National Committee.

    In 1982, Dr. Liu obtained his master's degree. From 1986 to 1987, he was doing research on his doctoral thesis at the American National Standards Institute (ANSI). After that, Dr. Liu returned to China and received his Ph.D. in computer applications from Northeastern University, thus becoming the first person in China to receive a doctorate degree in this major. In 1991, Dr. Liu established Neusoft.

    Dr. Liu presided over many key research projects under the National Natural Science Foundation of China, the National "863" Program, the Torch Plan, and multiple major subjects of the State Economic and Trade Commission, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, the former Ministry of Metallurgy, with many scientific research achievements made in computer networks, multimedia technology and software engineering. Dr. Liu has been awarded the titles of "Chinese Ph.D. with Outstanding Contribution", "Cross-century Excellent Talent", and "Young and Middle-aged Science and Technology Workers with Outstanding Contribution".

    Dr. Liu has also been honored with numerous awards, including China Best Business Leaders (2007), Asia Innovator at the 6th CNBC Asia Business Leaders Awards China (2008) , CCTV China Economic Person of the Year (2009), Country Winner of Ernst and Young Entrepreneur of the Year (2010), 10-Year Meritorious Figures in China’s Software Industry (2011), Fortune 50 Business Leaders with Most Influence in China (2012), Top 100 Outstanding Private Entrepreneurs in 40-Year Reform and Opening-up, Social Contribution Winner of Ernst and Young Entrepreneur of the Year (2019), Advanced Individual in the Prevention and Control of COVID-19 in the Private Economic Sector of the Year (2020), and 40-Year Meritorious Figures in China's Software Industry (2024).


    Rong Xinjie
    Chairman & CEO

    Rong Xinjie, male, born in 1963, graduated from the China University of Mining and Technology with a major in computer science, holding the academic title of Associate Professor. Currently, he serves as Chairman and Chief Executive Officer of Neusoft. Mr. Rong joined Neusoft in 1993 and has held positions such as Vice President and Senior Vice President of the company. From 2008 to 2018, he served as General Manager of Liaoning Neusoft Venture Capital Co., Ltd. From 2013 to 2023, he worked at Dalian Neusoft Holdings Co., Ltd., where he held positions including Vice Chairman & President, Director on the board & Chief Executive Officer. Mr. Rong served as Chief Strategy Officer of Neusoft from April 2023 to April 2025, Vice Chairman from May 2023 to April 2025. He has been serving as Chief Executive Officer of the company since January 2024 and Chairman since April 2025. He has long-term engagement in research on software systems, investment and financing management, and corporate operational management, with published works. He has been honored with the Liaoning Provincial Science and Technology Achievement Award and the Shenyang Municipal Science and Technology Achievement Award.


    Xue Lan
    Independent Director

    Xue Lan, male, born in 1959, is Distinguished Professor and Ph.D. Supervisor of Liberal Arts at Tsinghua University. He holds a Ph.D. in engineering and public policy from Carnegie Mellon University (USA). Dr. Xue currently works as Dean of Schwarzman College of Tsinghua University,Director of China Science and Technology Policy Research Center of Tsinghua University, Co-Dean of the Institute of Sustainable Development of Tsinghua University. Dr. Xue also serves as Director of the New Generation Artificial Intelligence Governance Professional Committee, Vice Chairman of the Chinese Association of Science of Science and S&T Policy Research, an adjunct professor at Carnegie Mellon University, a Non-Resident Senior Fellow of the Brookings Institution, Council member of the UN Sustainable Development Solutions Network (UNSDSN), Member of the UN Committee of Experts on Public Administration (CEPA), and Member of the inaugural Leadership Panel of the UN Internet Governance Forum (IGF). From 2000 to 2018, he successively served as Deputy Dean, Executive Deputy Dean and Dean of the School of Public Policy and Management at Tsinghua University. His research interests include public policy and management, science and technology innovation policy, crisis management and global governance. He has published widely in these areas. He is a recipient of the Distinguished Young Scholars Fund of the National Natural Science Foundation of China, and is Distinguished Professor under the Changjiang Scholars Program of the Ministry of Education, China. He has been honored with the Fudan Distinguished Contribution Award for Management Science, the Distinguished Contribution Award from the Chinese Association of Science of Science and S&T Policy Research, and National Award for Pioneering and Innovative Excellence (Second Session) Medal.


    Chen Qiwei
    Independent Director

    Chen Qiwei, male, born in 1952, holds a Ph.D. in economics from East China Normal University. He currently serves as Founder and Chairman of ABC Group and Dean of the Institute of FinTech Research at East China Normal University (ECNU). Dr. Chen is a nationally renowned economist in international finance and expert in capital markets. His academic masterpiece, International Competition Theory, won the Sun Yefang Economic Science Award for Excellent Work in 1987, making him the first young Chinese scholar receiving such honor. He was invited to serve as an expert advisor to the State Administration of Foreign Exchange, the China Development Bank and other government departments, as well as a member of the Advisory Committee of Corporate Governance of Listed Companies of the Shanghai Stock Exchange (SSE). He successively served as a professor of the International Finance Department of East China Normal University, a professor and Ph.D. Supervisor at Antai College of Economics & Management, Shanghai Jiao Tong University, Chairman of the Private Equity Association of Shanghai, Special Advisor to the Asian Development Bank and the China Development Bank. He is also a council member of the Yabuli China Entrepreneurs Forum.


    Geng Wei
    Independent Director

    Geng Wei, male, born in 1976, holds a Ph.D. in accounting from Dongbei University of Finance & Economics. He is an associate professor and a member of CPA Australia. He currently serves as Vice Dean of the International Business College of Dongbei University of Finance & Economics.

    Dr. Geng is the host and main lecturer for the national-level first-class blended learning course "Intermediate Financial Accounting", the main lecturer for the national-level high-quality open resource course "Intermediate Financial Accounting", and the main lecturer for the Liaoning provincial-level high-quality video open course "Accounting Ethics and Professional Conduct". He is also the host and main lecturer for the Liaoning provincial-level virtual simulation first-class course "Stock Portfolio Design and Evaluation".

    Dr. Geng has published multiple research papers in journals including "Finance & Accounting" and "Research on Financial and Economic Issues". His research primarily focuses on IFRS and Chinese corporate accounting standards, financial statement analysis of listed companies, and corporate strategy and financial reporting.


    Cui Xiaohui
    Director

    Cui Xiaohui, male, born in 1971, is a second-level professor and Ph.D. Supervisor at the School of Cyber Science and Engineering, Wuhan University. He is also a Chief Scientist of the National Key R&D Program, and the Chairman of the Food Safety Blockchain Alliance. Previously he served as Dean of the International School of Software at Wuhan University and Research Fellow at the Oak Ridge National Laboratory of the U.S. Department of Energy. He has long-term engagement in research in big data, artificial intelligence, cloud computing, blockchain, and related fields, his work also spans ultra-large-scale intelligence data flow analysis, swarm intelligence theory, and high-performance computing (HPC). He has published over 200 academic papers in prestigious journals and conferences on HPC, AI, and other disciplines, including 68 SCI/EI-indexed papers, with a total of 3,369 citations on Google Scholar (single-paper highest cited 470 times). He has led over 10 national, provincial, ministerial, and enterprise-funded projects, including the National Key R&D Program, the National Natural Science Foundation of China, and key projects under the Joint Fund of Ministry of Education. His research and application outcomes have been reported by authoritative media both domestically and internationally.


    Li Qingcheng
    Director

    Li Qingcheng, male, born in 1964, holds a Ph.D. in computer science from Nankai University, and is a Postdoctoral Fellow in electronic engineering at the Hong Kong University of Science and Technology. He currently serves as a professor and Ph.D. Supervisor at the College of Computer Science, Nankai University. He also serves as Director of the Embedded Systems and Information Security Laboratory. He concurrently serves as a member of the China High-Tech Industrialization Association, a member of the China OSS Promotion Union, a member of the Future Education Professional Committee of the Chinese Society of Educational Development Strategy, and a member of the Calligraphy Innovative Education Professional Committee of the China Wisdom Engineering Association. Dr. Li previously held positions such as Standing member of the China Software Industry Association, Technical Standards Expert at the China Digital Newspaper Laboratory, President of the Yungong Group under Nankai University, and Executive Dean of the College of Software at Nankai University. He has made significant contributions to the digital publishing, new media, embedded systems, and open-source software industries in China. He has unique insights and achievements in academic fields such as ubiquitous computing, group embedded systems, educational Internet of Things, and full media communication. He has been the principal investigator for over ten international and national projects. He has authored books and translated works, including "The Singularity Is Near". Additionally, he has published over a hundred academic papers.


    Song Qingjun

    Song Qingjun, female, born in 1976, holds a master’s degree in business administration from Tsinghua University. Since joining Neusoft in 2005, she has served successively as Head of Recruitment, Assistant to the Head of Human Resources Department, Head of Human Resources Department, etc. Since November 2015, she has served as HR Director & Head of Human Resources Department.

     

  • Mou Hong
    Chief Supervisor

    Mou Hong, male, born in 1968, an Associate Research Fellow, holds a master’s degree in administrative management from Northeastern University, China. He previously served as Deputy Director of Graduate Administration Office, Secretary of Party Committee of Logistics Department, and Director of Logistics Management Department at Northeastern University, China. Since August 2018, he has served as Director on the board and General Manager of Northeastern University Science and Technology Industry Group Co., Ltd.


    Sun Zhen

    Sun Zhen, male, born in 1975, holds a master's degree from the University of Pennsylvania. He previously worked at Chinalink Capital and Al-Safwa Group Holding Co., among other companies. He joined Dalian Neusoft Holdings Co., Ltd. in December 2017 and currently serves as President.


    Ma Chao
    Supervisor

    Ma Chao, male, born in 1977, holds a bachelor’s degree in computer applications from Northeastern University, China and a master’s degree in information systems from the University of Liverpool, UK. Mr. Ma joined Neusoft in May 2005, serving successively as Sales Manager, Senior Sales Manager, Vice General Manager and General Manager of the Strategic Alliance and International Business Development Division, and Vice President of Business Development at Neusoft America. He currently serves as General Manager of Neusoft America.


    Diao Aili
    Supervisor

    Diao Aili, male, born in 1977, holds a bachelor's degree in detection technology and instrumentation from Northeastern University, China. Mr. Diao joined Neusoft in November 1999 and has held various positions including Director of Middle East and Africa Business, General Manager of Middle East Division, Director and Vice General Manager of the Strategic Alliance and International Business Development Division, General Manager of the Strategic Alliance and Business Development Division, and General Manager of Network Security and Intelligent Terminal Business Division.


    Tan Ruiying
    Supervisor

    Tan Ruiying, female, born in 1995, holds a master's degree in international accounting and finance from the University of Birmingham. She previously worked at CITIC Securities Co., Ltd. and Infaith Group, and joined Neusoft in 2022, serving in the Office of the Board of Directors.
